Police arrest female unable to care for self or child

On February 5, 2026, at approximately 8:30 p.m. members of the Kingston Police Patrol Division were conducting proactive patrols in the area of Princess Street and Drayton Avenue when they observed a group of individuals engaging in open air drug use.

The officers also observed a 4-year-old child crouching between the group, the officers noted the child was under dressed for the current weather conditions and did not have a hat or gloves on.  Officers then located the child’s mother who was present with the group and participating in the drug use.

Upon seeing police, the female fled to a nearby restaurant with the child.  Concerned for the child's safety, officers attended the restaurant and spoke to the female who appeared to be under the influence of both street drugs and alcohol.

The female had difficulty presenting identification to officers and while searching for identification removed a half-empty bottle of vodka from her sweater.

Due to her level of intoxication, the female was arrested and the child remained with officers while Family and Children Services of Frontenac, Lennox and Addington were contacted. During the course of arrest the female attempted to separate herself from the officers by blocking them with her child and then began kicking the officers.

While responding to this incident the officers observed an active fire which had just been lit at the front of a nearby business. The fire was extinguished by one of the officers on scene using a fire extinguisher.

The 26-year-old female of Windsor, Ontario was charged with resist peace officer and fail to comply with conditions of a release order. She was transported to Kingston Police headquarters and held for a bail hearing.

The child was also transported to Kingston Police headquarters where they were cared for until Family and Children Services of Frontenac, Lennox and Addington arrived.
