Kingston Police Chief Scott Fraser Announces Retirement

The Kingston Police Service Board and Chief Scott Fraser today jointly announce that Chief of Police Scott Fraser will retire effective December 31, 2025. Chief Fraser leaves the Kingston Police after a distinguished career marked by steady leadership, significant accomplishments, and a commitment to advancing the Board’s Strategic Plan and the community’s values.

Chief Fraser has served the Kingston community with dedication and professionalism since joining the Kingston Police on October 4, 2021, as Deputy Chief. He was appointed Acting Chief on January 1, 2023, and formally appointed Chief of Police on January 1, 2024.

Chief Fraser has overseen a number of key initiatives that have strengthened both the Service and community safety in Kingston.  Among his accomplishments:

•    Fiscal responsibility and sustainability – aligning Kingston Police with the City of Kingston’s financial framework, resulting in a surplus after consecutive years of deficits
•    Community-focused policing – developing and successfully implementing the Police Liaison Team, which has improved community trust and reduced the resources required to police large gatherings
•    Joint forces operations – establishing collaborations with Canadian Border Services, the Canadian Anti-Fraud Centre, and other agencies to combat organized crime and enhance public safety
•    Community partnerships – strengthening ties with the Downtown Kingston Business Improvement Area and the City of Kingston.

Looking forward, Chief Fraser has emphasized the importance of continuing to meet the goals of the Strategic Plan, advocating for more resources to address mental health and addiction issues and advancing recruitment to ensure Kingston Police remains strong and well-prepared for the future.

His contributions have positioned Kingston Police to continue serving our community with professionalism and integrity. We wish him the very best in his retirement and in the next chapter of his life.”

Chief Fraser began his policing career in Vancouver in 1991 and later joined the Brockville Police in 1998.  Over the course of more than three decades in policing, he has built a reputation as a thoughtful leader committed to police service, accountability and innovation.

Over his career, he has been recognized with numerous honours, including:

•    The Police Exemplary Service Medal, a medal issued under the Canadian Honours System to recognize loyal and exemplary service to law enforcement
•    The Colin T. Millar Award for sustained commitment to leadership, innovation, and community service in Canada
•    The Chief Edward F. Moore Award for Integrity, Ethics and Professionalism in Law Enforcement from the New York/Eastern Canada Chapter of the FBI Academy Associates
•    The King Charles Medal presented by Solicitor General Michael Kerzner in 2025.
The Kingston Police Service Board will begin the process of selecting a new Chief of Police to ensure a smooth transition of leadership.
