26-2155
On January 17, 2026, at approximately 1:00 p.m. members of the Kingston Police Patrol Division were conducting patrols in the area of 1600 Bath Road when they observed a vehicle idling nearby with two occupants inside.
Upon seeing police, the vehicle left the parking lot and was observed accelerating through a nearby amber light.
The officers conducted a traffic stop and upon speaking with the driver, detected a heavy odor of marijuana coming from the vehicle. It was determined the odor was coming from an unsealed package of marijuana located within the vehicle. The occupants and the vehicle were then searched in accordance with the Cannabis Control Act.
Upon searching the vehicle, the officers discovered a black sock which contained over 25 tightly wrapped packages. Attached to the sock was a piece of clear fishing line. Further search led to the discovery of a drone, multiple batteries, a hand-held remote and an after-market remote controlled 'payload' release system.
In total officers located and seized, 268 grams of tobacco, 254 grams of marijuana, 66 Percocet tablets, 47 grams of MDMA, a mini cellular phone and a bottle of rum, all of which is believed to have been intended to be introduced into Collins Bay Institution.
A 26-year-old individual as well as a 17-year-old individual, both from Quebec were arrested and charged with conspiracy to commit an indictable offence, possession of a schedule I substance for the purpose of trafficking, possession of a schedule II substance for the purpose of trafficking as well as possession of cannabis for the purpose of distributing. The 26-year-old individual was charged with an additional count of adult possession over 30 grams of marijuana in a public place.
