Arrests made in relation to driveway paving scam

On July 29, 2025, members of the Kingston Police Patrol Division attended the area of Sherwood Drive in response to a report of a possible on-going driveway paving scam. 

On arrival, a white pick-up truck bearing was present, and the occupant greeted officers from afar in an Irish accent. The occupant of the truck immediately summoned a colleague who ran to the truck which then left the area at a high rate of speed.

The driveway of the home was observed to be in a partial state of repair/construction. Left behind were multiple shovels/racks and two other individuals, later determined to be foreign nationals. 

Upon speaking with the homeowners, officers discovered they were approached by an Irish sounding male around 10:30 a.m. When the homeowners agreed to the paving services, the male stated that he would provide them with a contract for $6,000 worth of driveway repairs/paving if they paid cash. 

The homeowners stated they did not have that amount of cash at the house at which point the male offered to take them to the bank. The male then dropped off the other two individuals who immediately began preparing the driveway. No contract was provided to the homeowner and no money was exchanged.

Officers spoke with the individuals left behind and their identity was determined. The Canadian Border and Security Agency was contacted and both individuals were placed under arrest for violations of the Immigration and Refugee Protection Act. Custody of the individuals was then transferred to CBSA agents.

The Kingston Police continue to warn residents of a door-to-door paving scam. Scammers offer to repave residential driveways at a steeply discounted cash rate, requiring payment up front. The suspects often state that they are doing work nearby which is why they are offering the discounted rate, which is too good to be true. The work will be left incomplete, or the paving is of poor quality. In past cases, large piles of excavated asphalt and earth were left behind, often blocking the roadway.
