Project Stokes seized firearms and other property

In the fall of 2020 the Kingston Police Street Crime and Drug Enforcement Units began Project Stokes with the assistance of the Provincial Biker Enforcement Unit (B.E.U), the Ontario Provincial Police, the Provincial Asset Forfeiture Unit (P.A.F.U.), and Durham Regional Police Service.

 

This investigation focused on a probationary member of the Kingston chapter of the Outlaws MC (Motorcycle Club) and his associates selling drugs in the Kingston area.

 

On April 24, 2021 members of the Kingston Police Emergency Response Unit (E.R.U.) and the Ontario Provincial Police Tactics and Rescue Unit (T.R.U.) executed search warrants on two residents in central Kingston and one warrant at the Outlaws MC clubhouse in the town of Wilton, Ontario.

 

During the search of the addresses police located fentanyl, cocaine, suspected hydromorphone pills, digital scales, Canadian currency, prohibited weapons, rifles, body armor and cellular phones. Four involved vehicles were also seized as offence-related property.

 

Additionally, members of the Durham Regional Police Service executed a search warrant at an address in Whitby, Ontario. During the search police located fentanyl, cocaine, Canadian currency and seized two vehicles as offence-related property.

 

The following persons are charged in connection with this investigation:

 

Anthony Straughan, 33 years of age, of Kingston, Ontario.

•           Possession for the Purpose of Trafficking Cocaine

•           Possession for the Purpose of Trafficking Hydromorphone

•           Possession of weapons dangerous

•           Carry concealed weapon

•           Possession of a prohibited weapon

•           Possession of proceeds of crime under $5,000

 

Adam Allen, 36 years of age, of Kingston, Ontario

•           Possession for the Purpose of Trafficking Cocaine

•           Possession of proceeds of crime under $5,000

 

Nuno Matos, 44 years of age, of Kingston, Ontario.

•           Possession for the Purpose of Trafficking Fentanyl

•           Possession for the Purpose of Trafficking Cocaine

•           Careless storage of a firearm

•           Possession of a prohibited weapon x 5

 

Andres Castrelo, 30 years of age, of Whitby, Ontario.

•           Possession for the Purpose of Trafficking Fentanyl

•           Possession for the Purpose of Trafficking Cocaine

 

Diana Ramgobin, 31 years of age, of Whitby, Ontario.

•           Possession for the Purpose of Trafficking Fentanyl

•           Possession for the Purpose of Trafficking Cocaine

 

Seized Items:

•           381 grams of cocaine

•           1,035 grams of fentanyl

•           Approximately $100,000 in Canadian currency

•           Outlaws MC Probationary vest

•           42 Hydromorphone pills

•           Digital scales

•           6 seized vehicles

•           Money counting machine

•           9 long guns and ammunition

•           Collapsible baton

•           Conducted energy weapon baton

•           Throwing stars

•           Crossbow with bolts

•           Ballistic vest

•           Drug packaging

 

Approximate value of drugs seized - $400,000

Approximate value of cash seized - $120,000

Approximate value of vehicles seized - $250,000
